Well, that is one interpretation. One could also argue that if god is trying to make heaven perfect, that judgment is a sort of filtering process. No hard feelings, but sinners wouldn't really fit in heaven. You could also say that the threat of judgment is a method to keep people from sinning, and thus make the world a more virtuous place. As an atheist, I think it is just vengeance though. I doubt those who wrote the bible were free from emotions such as vengeance.

the catholics compensate for satan and hells non existence by making it sound as scary and as nasty as possible in an attempt to stop people reasoning and thinking rationally about it.
